League of nations gave many reasons concerned with about they couldn't do successfully. Japan was away from league. Japan pointed out about the character of kingless was dominated .But the importance of Manchuria Crisis was clear. In league, if powerful countries held the policy of invasion and invaded small force neighboring countries, center had not power. In this case, invaded Japan wasn't taken action. Hitler and Mussolini assessed interestingly this case. Later 3 years, they did as an example of Japan.

Japanese army taught by German coaches and navy taught by Britain coaches were different in thinking. Army had never been reached in foreign countries except attacking war. If navy was compared army, army had patriotism which was narrow thought and haughty. Navy troops believed that they had the power of stopping and destroying which could attack the military of eastern countries. As navy had ever been reached western countries, they knew their power was more inferior than UK and US navy.

Japan signed an Anti-Communist Agreement Treaty with Germany at 1936.But it was not military alliance treaty. After Germany had occupied quickly western European countries, Dutch, Belgium, and France in autumn, September ,1940,Germany had position of becoming attack on Britain. Thus, Japan was zealous to occupy ,East Asia ,colonial countries of France, Britain and Dutch.

Japan had invaded China in July,1937 before occurring war in Europe. Japan attacked not only China but also Russia and Manchuria-Mongolia conflict.

Japan signed an military alliance treaty with Germany and Italy in September ,1940.Those countries are called 3 powerful Axis countries .According to this treaty, if US would have stood with Britain in war, Japan had stood with Axis. At that time, king and the relatives of king wanted to avoid war in Japan. They had ever been reached western countries ,treated with same stage, western relatives of king. They emulated the lifestyle of western countries and worried the powerful military forces of US and western countries. But only army stood the key role of military affairs.
